I'm having somewhat of a similar problem with my R32 as well. Ive got no fuel level reading but my light comes on when its low. I know that its getting voltage because if you take the cluster out the gauge goes to E (0%) and when its put back in and power is given to it it draws below E (like -10% lol) I have a feeling its missing a ground somewhere or the floater on the pump is hosed.

I had the same problem after the previous owner had the tank opened to empty it as he accidently filled her up with diesel
It was the floating part off the arm which has the potmeter on it that was bend a little. Might want to check the in-tank connections too
