A light bulb isn't doing to increase the CO2 emissions of cars by millions of tonnes.

I do agree that they are a waste of time though.

I'm afraid many studies disprove the idea that DRL have little co2 impact..

So the answer is out there. It is safe to assume that a minimum increase in emissions will be 0.4%. Doesnt seem much at first glance, but it all adds up especially considering the EU wants firm reductions in Co2 car emissions as well.

It is the usual story of one hand not knowing what the other is doing within the EU.

based upon my simplitic calculations

last years total car sales throughout Europe (according to wiki)

18,000,000

total wattage per car for DRL (based upon 7 LEDs on each corner)

28

total wattage per hour

504,000,000

thats

504,000 kwh

based upon petroleum producing .9kg of co2 per kw/h of energy produed

that equates to

453600 kg of Co2 produce per hour

thats 453 tonnes per hour

even if they only get driven an hour a day, thats still

16554 tonnes per year, nearly the same amout that airline like Virgin Atlantic are under pressure to reduce thier production by

spread that over a cars 5 year life, plus the fact a lot of cars will be driven fr 2/3/4 maybe more hours per day

it just seems Stupid if you ask me

The major assumption is 100% efficiency converting petorl to electricity. Sadly most petrol engines only convert at best 25% efficiency which of course makes the whole thing even more ridiculously over the top....

Sure. We're on the same side but from different angles!
The frustrating thing is that the cost of our motoring is increasing as more and more legislation from the EU makes manufacturers spend millions on R&D to save the odd % in emissions. Then a nonsense piece of legislation with minimal evidence of appreciable benefit comes along and adds insult to injury.

The actual evidence of the benefit supposedly proferred is heavily disputed by the Transport Research Lab here in the UK. That "evidence" was that put forward by the EU in favour of these silly things.
