Hi There

The first things I'd check would be continuity - check connections at the speedo and also at the ECU. I can't find anything that refers to this sort of fault specifically so I'd be looking for loose connections, short circuits and other potential sources of electrical problems. Are there any signs of modification/intervention/bodges/tinkering with the instrument binnacle?

sounds like its been taken apart. a new cluster may be the only way to sort things out.
The cluster is easy to take apart - the plastic front just unclips so you are unlikely to be able to tell if its been played with.
Hardly matters though if its US at the moment

Might be worth checking the earth is ok to the loom . There are a few screw on eye connectors bolted to the printed circuit. Black is earth (usually) so it might be worth making a new earth just to make sure.
.
You cant get the connectors round the wrong way - they are all completely different sizes .The speedo sensor wire is the black/white one 3rd or forth on the single row connector . ( top right thin connector looking at the back of the cluster I think)

Thats about all you can check.........but it does sound like its been messed with . These clusters are very easy to take aprt and notoriously difficult to put back right.
