I suspect a lot comes down to the spec of the car...

Eg Jap import MX5's seem to run fine on NUL without any changes.

And fairly standard cars (not sure about skylines or other turbo Jap spec cars) will probably be able to retard enough for 95RON, but for a modified car with a remapped ECU I suspect it really is important to get the right grade of fuel.
