Help! - No boost

Alright,

Went to collect my car today after its engine rebuild
Engine runs perfect, real smooth right through the rev range.. only one problem - I'm getting no boost whatsoever, boost guage is going right up to 0, the sound of the turbos spooling is quite loud, sort of sounds like a loud howling/hissing noise but theres no power at all.
The guys at the garage have checked all the hoses, tried different air flow meters, we've also checked the turbos and they are both spinning happily on ignition. Garage are having a proper look on Monday, just wondering if anyone on here has any similar experiences?
Only hoses we havnt checked are the intercooler hoses, those are being checked on monday when the front bumper comes off, along with the dump valves to ensure they aint stuck open...

Cheers

is the actuator conected properly? I had the arm come away from the wastegate on mine and this caused no boost.

most likely IC pipes though.
