Oil cooler

I have an ARC oil cooler on my GTR. Im just wondering how it actually functions. Does it only work when the oil temp is at a certain temp or is functional all the time and take longer for the oil to warm up?

I would "expect" it to be thermostatically controlled, due to it being an ARC product, which is one of the best and most expensive brand in Japan.
