No base ( or bad base) should not be caused by a pre amp problem.
All a pre amp does is provide a choice of source for the amp itself . ( eg you can use the amp for powering either 2 cd players or 2 seperate items)
Check the wiring to the speakers all the way back to the amp first as that is the most likely cause ( that or the speakers themselves)
