in alot of cases, yes.
if you look towards, former eastern bloc countries, this is where alot of the worst culprits come from, but its slowly becoming a thing of the past, as they all get injected with eu money, most of the polish, slovak, czech, hungarian, bulgarian etc, have some of the newest, smartest tackle on the road.

trouble is, doesn't mean they are running legal, a friend of mine, who is a traffic cop, in bucks, once stopped a romanian trucker, who'd been driving for 36 hours, with, approx, 6 hour break
