I agree... sending food, water, shelter and medical supplies has to be of more benefit. An awful lot of aid in the form of money gets wasted on Bureaucracy and spent on the wrong things. The Sri lankan government and the Tamil tigers could never agree how The Tsunami aid was spent. I seem to remember that some of the Aid for the Ethiopian famine was used by the ruler to fly in planes filled with crates of whisky to celebrate the anniversary of his revolution.
