Rusty rear brake pipe bracket

Having just about completed my work on rust at the rear of the car, the only bit I haven't done anything about is the bracket which holds the brake pipe steady and looks to be glued to the inside of the wheel arch:


Has anyone done anything with this? It looks really bad on mine and doesn't look like a straightforward job, as the brake pipes seem to have junctions either side of it, meaning it would be necessary to drain fluid and replace/bleed after doing something with the brackets. It also seems weird that they're glued on rather than bolted?!
