The bolt shaft has a groove in it either side and the washer locates on that. It will just be a bit of corrosion...

I suspect yours are factory bud. They literally end just before the rear spats which as you said have an underlapping 10mm or so section for it to sit on top of. The skirt are totally straight cut...
