Using a larger gasket to reduce compression isn't an ideal solution, certainly not compared to piston changes.
Boost wise it depends on whether you're using it to 'repair' a machined head or block or to decrease compression from stock. Using it as a repair, I would imagine that the difference is negligible, factors such as DET and peak cylinder pressure together with are much more important than gasket size when it comes to determining safe levels of boost to run. But obviously if you're using it to decrease compression then you will be able to run more boost, making it typically a less revvy but more torquey engine.
