They might cut back the turbine blades for extra flow - enlarge the wastegate port flap valve and hole. A lot of small tweeks can be done to turbos. I had a an old Mitsubishi VR4 Group A rally turbo years ago that had the compressor housing gas flowed.
TBH - it makes only small % improvement - the most important bit is having the right compressor and turbine wheels.
