A small amount of radial play on a journal bearing turbo is OK - axial play is time for a rebuild. If the blades can touch the housing when turning slowly and checking the play then it's also time for a rebuild.

Ball bearing turbos have less play - almost indiscernable compared to journal bearing turbo.

The float in the journal bearings is essentially a squeeze film damper where the shaft runs in a bearing and in turn the bearing floats on a film of oil that centralises the bearing when the engine is providing oil pressure. The film also acts as a vibration damper. When you think that turbos are spinning well in excess of 100,000rpm they are pretty amazing bits of machinery.
