Looks like a Defi, do a Google search for Defi Rev Counter for images, there are some that look like it.

It says ULTM, from what i found .. There is a company called nagai denshi japan who makes these but cant figure out which model is this. The leds get bigger in size as the rev reaches full limit. The models on their site dont match the one in the video.
