Anyone can fit the tyres BUT they need a 20+ inch wheel thingy to put the wheel on, most do have them but your back alley guys might not !!
As for the TPMS, watch them like a hawk as some are good and some are just plain Sh*t and cost me a £50 for a new TMPS on my NSF wheel as they ****ed it
